Rachel Fouche M.A., LMFT, BCBA – Executive Director Rachel is a graduate of Santa Clara University and obtained her Masters of Arts degree from John F. Kennedy University. Ms. Fouche has been working in the field of Applied Behavior Analysis for the past 17 years and is a Licensed Marriage Family Therapist. Her clinical background is in the field of counseling psychology with an emphasis in marriage and family therapy coupled with extensive training and experience in the field of behavior analysis. She has given many presentations on ABA principles, social skills development, and behavior management strategies to various training facilities, colleges and universities across the Bay Area. Rachel has been a Clinical Director in both public school programs as well in private agencies which has given her an unique perspective to the needs of families with developmentally delayed children. She enjoys collaborating with a variety of service professionals and educators in developing customized treatment plans and interventions. Rachel is a Board Certified Behavior Analyst. She oversees TLC's administrative staff and manages client contracts and insurance funding. Rachel uses her experience in the field of counseling psychology complimented with her expertise in ABA to provide a well-rounded therapeutic approach to the families TLC serves to ensure successful outcomes.
Wajma Alimi-Stockton, M.A., BCBA- Executive Director Wajma earned her degree in Cognitive Psychology and Master of Arts Degree in Experimental Psychology from the University of California, Irvine (UCI). During her graduate work, Ms. Stockton joined the Psycho-acoustics Lab where she conducted research on sensory input and processing disorders. She was also involved in research and treatments for Autism Spectrum Disorder at UCLA's Neuropsychiatric Institute. Ms. Stockton is a Board Certified Behavior Analyst and is currently a Clinical Director at TLC, where she designs, implements, and evaluates treatment plans for learners as well as monitors and trains treatment teams. Ms. Stockton began her career in autism treatment in 1999 and has worked as a regional and clinical director for agencies in the San Francisco Bay and Los Angeles areas. Ms. Stockton has over 18 years of experience in the field of behavior analysis. Her areas of expertise include: functional assessments, behavior management training, and the development of in-home and school-interventions. Ms. Stockton currently resides in the San Francisco Bay area with her husband and two young daughters, ages 6 and 2 years old.
Jalene Moreno, Ph.D., BCBA-D- Chief Clinical Director Dr. Moreno just celebrated her 16th-year anniversary teaching children diagnosed with developmental delays. Dr. Moreno was granted her Master of Arts, Master of Philosophy, and Doctor of Philosophy degrees in Teaching and Applied Behavior Analysis at Teachers College, Columbia University. It was there where she studied under Dr. R. Douglas Greer and applied the principles of behavior analysis utilizing the Comprehensive Application of Behavior Analysis to Schooling (CABAS) model in classrooms for children diagnosed with developmental disabilities. Dr. Moreno also earned teaching credentials for students with and without disabilities from birth to sixth grade and is a Board Certified Behavior Analyst—Doctoral Designation (BCBA-D). Dr. Moreno was awarded a dissertation distinction for her study entitled The Effects of Imitation Instruction Using a Mirror on the Emergence of Duplicative Responses by Preschool Students Diagnosed with Developmental Delays. She has lead and assisted in multiple research studies inducing missing learning deficits. She enjoys collaborating with educators and parents to design individualized research-based instruction. She is thrilled to be apart of a team of caring professionals at TLC who share her passion for our rewarding field.
Chelsea Contreras, M.A., BCBA- Chief Operations Officer Chelsea began working with children diagnosed with autism in 1996 while completing her degree in Psychology at the University of California, San Diego (UCSD). During her undergraduate studies, Ms. Contreras became passionate about helping individuals with autism and was involved in the Autism Research Lab, under Dr. Laura Schreibman. Soon after, Chelsea earned her Master of Arts Degree in Experimental Psychology from San Jose State University and became a Board Certified Behavior Analyst (BCBA). Ms. Contreras has 20 years experience in the field of behavior analysis. She is a highly skilled Behavior Analyst with a particular expertise in school-based interventions and social skills development. She enjoys collaborating with educators and is committed to teaching children the skills necessary to succeed in any classroom and social environment. She has worked as a behavior analyst for several school districts and agencies in the San Francisco Bay area. As a mother of three children, Chelsea understands the challenges of parenting and is passionate about parent education and providing families with behavioral strategies they can effectively use in day-to-day life.
Jennifer Escober, M.A., BCBA- Clinical Director Jennifer is a graduate from The University of San Francisco where she obtained her Master of Arts degree in Counseling Psychology with an emphasis in Marriage and Family Therapy. She has been working in the field of Applied Behavior Analysis for the past 13 years. Her clinical background is comprised of a mix of Occupational Therapy, Counseling Psychology and Applied Behavior Analysis. Ms. Escober has over a decade of experience supervising ABA programs for school districts in the San Francisco Bay area. Ms. Escober is a Board Certified Behavior Analyst (BCBA).
Yvonne Nguyen, M.A., BCBA- Clinical Director Yvonne has worked with children with Autism since 2004. She became passionate with working with children with developmental disorders while working for a school based autism program and has loved it since. She received her undergraduate degree from Santa Clara University in Mathematics and her Masters degree in Special Education from San Jose State University. Her Master's thesis, Attitudes of Asian American Parents towards Children with Disabilities, is published in The Journal of Special Education Apprenticeship. She is also trained in Fluency/Precision teaching based programming. Ms. Nguyen is a Board Certified Behavior Analyst (BCBA).

Vi Dinh, M.A., BCBA- Behavior Analyst Vi received her Master's degree in Education with a concentration in Counseling and Student Personnel from San Jose State University (SJSU) and her Bachelor's degree in Psychology from the University of California, Los Angeles (UCLA). Her mental health and behavioral background is complemented with her experience counseling and instructing children and young adults in schools, homes, and various community settings. Vi is a Board Certified Behavior Analyst (BCBA).

Jennifer Cummings, M.A., BCBA- Regional Director Jennifer began her work with children diagnosed with autism in 2011 at TLC after graduating with degrees in Human Development from the University of California, San Diego (UCSD) and a Masters of Arts degree in Special Education from Notre Dame de Namur. Ms. Cummings has over 11 years of experience implementing and supervising Applied Behavior Analysis (ABA) programs. As part of TLC's clinical team, she has provided 1:1 behavior therapy in both home and school settings to children of all ages and developmental levels. She has also been responsible for leading multiple therapy teams, and has trained staff in the methods of ABA. Ms. Cummings is a Board Certified Behavior Analyst (BCBA).
Brittney Dodson, M.A., BCBA- Clinical Director Brittney earned a Masters of Arts degree from University of the Pacific in Applied Behavior Analysis. Ms. Dodson is a Board Certified Behavior Analyst, and has experience in developing and implementing behavior support plans for a children & adults with developmental disabilities. She has extensive experience teaching verbal and adaptive behavioral skills and is well versed in the Early Start Denver Model.

Paula Byrne O'toole, M.A., BCBA- Clinical Director Paula graduated from Magee University in Ireland with a degree in psychology and she holds a Masters Degree in Special Education with an emphasis in autism from San Francisco State University. Ms. Byrne is a Board Certified Behavior Analyst and has worked in the field of special education for several years. Ms. Byrne is an expert in social and play-skills training.
Jessica Hornbrook, PSY.D. BCBA-D- Clinical Director Jessica received a psychology degree from Trinity University in San Antonio Texas and doctoral degree in sports psychology. Dr. Hornbrook is a Board Certified Behavior Analyst- Doctoral Designation. She has several years of experience as a behavioral therapist and supervisor for children with Autism and special needs.
Erica Lowenberg Parks, M.A.- Regional Program Supervisor Erica holds a Bachelor of Science degree in Human Development with a concentration in Applied Developmental Psychology and a Master of Arts degree in Education with an emphasis in Counseling and Guidance, both from Cal Poly University, San Luis Obispo. Erica began her early career as a residential home manager for clients with severe behavior challenges. Since 2004 she has had a clinical emphasis on autism and in home program development. Erica is currently heading up our Los Angeles office by assisting with assessments, creating program designs and providing supervision for clinical teams. Ms. Parks also volunteers her time to teaching art to elementary school children and enjoys spending quality time with her daughter.

Clinical Psychologist Kylie Billingsly, Ph.D., Licensed Psychologist Dr. Billingsly is a contracted Clinical Psychologist for TLC. She received her doctoral degree in Clinical Psychology and Certificate in Neuropsychological Assessment from Pacific Graduate School of Psychology (now University of Palo Alto) in Palo Alto, CA. Dr. Billingsly pre-doctoral training is in both adult and pediatric neuropsychological assessments. She has several years of experience with children on the autism spectrum ranging from conducting diagnostic assessments, to educating parents, and running social skills groups. Dr. Billingsly is also a staff Clinical Psychologist for Kaiser Permanente and has her own private practice specializing in the treatment and testing of developmental disorders.
